Session Description

At times, some governments impose blanket service restrictions on telecom operators, also known as network shutdowns, for reasons including political or social concerns. Although shutdowns may be necessary at times to ensure public safety or security, such measures are often criticised for their impact on human rights as well as the disproportionate cost to society and business, freedom of expression and the economy. Reflecting on the vital role of internet connectivity and the considerable repercussions when connectivity is disrupted, this session will offer the perspectives of different stakeholders in government, industry and civil society, and explore opportunities for effective solutions.
